The Keep Wales Tidy, Local Environmental Audit and Management System (LEAMS) validation survey.

The surveys are undertaken in each Local Authority in Wales, between April 2011 and March 2012.

These surveys provide a “snap shot” of litter and other local environmental quality indicators, for each Local Authority area in Wales.

A Cleanliness Index (CI) is calculated for Wales, each Local Authority and each zone within each Local Authority, using the information from the surveys.

The CI is also calculated for Zones 1, 2 and 3 as defined in the Code of Practice on Litter and Refuse 1999.

These are:

Zone 1 – Town centres, shopping centres, major transport centres, central car parks.
Zone 2 – High density residential areas, busy recreational areas, suburban car parks.
Zone 3 – Low density residential areas, industrial estates

Zone 2 would best describe a large part of the Deeside area, Flintshire County Council had the 2nd worst Zone 2 scores across the whole of Wales.
