Fresh bid for Ewloe flats and shops enters consultation phase

A fresh planning application has been submitted for a revised housing and retail development on Old Mold Road, Ewloe, following the refusal of a previous scheme in November 2024.

The new proposal seeks permission for 12 affordable apartments and two retail units, a reduction from the original plan for 15 flats and larger shop spaces.

The development would involve the demolition of Trentham House and part of Glanrafon House, which currently houses the Fay Von Fish and Chips takeaway.

The revised scheme aims to address the concerns that led to the previous refusal, including parking shortfalls, highway safety, and active travel provisions.

Previous Refusal and Planning Concerns

The earlier application, submitted in January 2022, was subject to delays before being formally refused in November 2024.

Flintshire County Council rejected the proposal due to concerns over insufficient parking, unclear vehicle access, and a lack of infrastructure for walking and cycling.

The development was also criticised for its potential impact on the local environment and the Welsh Government raised issues about its proximity to the A494, requesting further details on its effects on the trunk road.

Residents also voiced objections, with concerns over overdevelopment, traffic congestion, and the lack of green space.

The design of the building was also questioned, with some believing it would create a “tunnel effect” on Old Mold Road due to its scale and positioning opposite the site of the Boars Head pub, which is now home to 28 apartments.

In response to the refusal, the developer has made several changes to the new application.

The number of apartments has been reduced from 15 to 12, which is intended to ease parking demand.

A total of 27 parking spaces will be provided, including designated spaces for residents, visitors, and retail customers.

The application also includes revised access arrangements, with the site entrance relocated further away from the nearby roundabout.

The developer has proposed funding a new zebra crossing on Old Mold Road and relocating an existing bus stop to improve pedestrian safety and public transport access.

To address environmental concerns, the new plans incorporate measures to retain existing trees and hedgerows while providing additional cycle parking facilities to encourage sustainable travel.

The application is now open for public consultation, allowing residents to review the changes and submit their feedback before the council makes its decision.

The consultation period provides an opportunity for the community to raise any remaining concerns or suggestions regarding the development.
