All-Wales Avian Influenza Prevention Zone introduced

A nationwide Avian Influenza Prevention Zone (AIPZ) has been introduced across Wales as a precautionary measure to prevent the spread of bird flu.

Although no cases of highly pathogenic avian influenza (HPAI) have been confirmed in poultry or other kept birds in Wales, the number of cases in the UK is rising, increasing the risk of transmission from wild birds.

Announcing the decision, Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs Huw Irranca-Davies said the measure follows advice from the Chief Veterinary Officer for Wales.

The move brings Wales in line with England and Scotland, where similar restrictions were introduced on 25 January.

The UK government has already declared an AIPZ across England due to the increasing number of bird flu cases, with stricter housing orders enforced in some eastern counties.

Since the start of 2024, 23 cases have been confirmed in England, mainly in eastern regions.

The Avian Influenza Prevention Zone applies to all bird keepers, including those with pets, small backyard flocks, and commercial poultry farms. In some areas, birds must be kept in enclosures to prevent contact with wild birds.

Despite the rising number of cases, the Department for Environment, Food and Rural Affairs (Defra) has said the risk to humans remains low, and chicken and eggs are safe to eat if properly cooked.

The Welsh AIPZ will take effect from 00:01 on Thursday 30 January and will remain in place until the risk level decreases.

The restrictions apply to all poultry and captive bird keepers, regardless of flock size or housing conditions.

Under the AIPZ, bird keepers must follow strict biosecurity measures, including:

  • Preventing wild birds from accessing food, water, and nesting areas.
  • Feeding and watering poultry in enclosed areas.
  • Limiting movement in and out of bird enclosures.
  • Cleaning and disinfecting footwear and maintaining hygiene in poultry areas.
  • Keeping domestic ducks and geese separate from other poultry.
  • Complying with restrictions on moving wild game birds caught during the open season.
  • Completing a mandatory biosecurity self-assessment checklist within seven days.

Additional measures will apply to flocks of more than 500 birds, including restricting access to non-essential people, changing clothing and footwear before entering enclosures, and disinfecting vehicles.

Huw Irranca-Davies said: “I consider the mandatory enhanced biosecurity measures of the AIPZ to be proportionate to the risk level posed by avian influenza here in Wales at this time.

“We all have a responsibility to protect the health and welfare of our national flock and prevent disease introduction and spread.”

The Welsh Government has said it is closely monitoring the situation in England, where new restrictions have been introduced in additional areas, including Shropshire, York, and North Yorkshire.

Infected sites in England are subject to a 3km protection zone and must house all birds.

Bird keepers in Wales are urged to remain vigilant for signs of avian influenza, a notifiable disease that must be reported immediately to the Animal and Plant Health Agency (APHA) on 0300 303 8268.
